Cơn bão số 3, còn được gọi là bão Yagi, đang chuẩn bị đổ bộ vào miền Bắc Việt Nam. Dự báo sẽ mang theo nhiều đợt mưa lớn, gió mạnh và các hiện tượng thời tiết nguy hiểm khác.

Đây là một trong những cơn bão mạnh nhất trong mùa bão năm nay. Và đang là mối quan tâm hàng đầu của người dân các tỉnh ven biển và các địa phương trong vùng bị ảnh hưởng.

Dưới đây là những thông tin cập nhật mới nhất về bão Yagi. Và những khuyến cáo cần thiết để chuẩn bị ứng phó với cơn bão này.

Diễn Biến Của Bão Yagi

Theo Trung tâm Dự báo khí tượng thủy văn quốc gia lúc 4h sáng 5-9, tâm bão số 3 đang cách đảo Hải Nam (Trung Quốc) khoảng 550km về phía đông. Sức gió mạnh nhất vùng gần tâm bão mạnh cấp 15 (167-183km/h), giật trên cấp 17.

Bão Yagi bắt đầu hình thành trên khu vực Tây Bắc Thái Bình Dương. Và đang di chuyển về hướng Tây với vận tốc khoảng 15-20 km/h. Tâm bão hiện đang cách bờ biển Việt Nam khoảng 500 km và có khả năng đổ bộ vào các tỉnh ven biển miền Bắc trong 24-48 giờ tới. Theo dự báo, bão Yagi sẽ mạnh lên thành bão cấp 11-12, giật cấp 14. Vùng tâm bão có thể tác động mạnh đến các tỉnh từ Quảng Ninh đến Ninh Bình.

Bão Yagi cũng đang gây ra hiện tượng mưa lớn trên diện rộng tại vùng biển Đông, với sóng cao từ 4-6 mét. Tàu thuyền hoạt động tại khu vực này được yêu cầu phải quay về đất liền để tránh gặp nguy hiểm.

Lúc 10h sáng 5-9 của Trung tâm Dự báo khí tượng thủy văn quốc gia, bão số 3 đã mạnh lên thành siêu bão đầu tiên (cấp 16) của năm 2024 tại Việt Nam . Với sức gió từ 184-201km/h, giật trên cấp 17.

Dự báo trong 24 giờ tới, bão di chuyển theo hướng tây tây bắc với tốc độ khoảng 10-15km/h.

Các Khu Vực Bị Ảnh Hưởng Nhiều Nhất

Các tỉnh, thành phố như Quảng Ninh, Hải Phòng, Thái Bình, và Nam Định sẽ là những nơi chịu tác động trực tiếp từ cơn bão Yagi. Dự báo các địa phương này sẽ đối mặt với lượng mưa lớn từ 200-300 mm trong vài ngày tới. Đi kèm với gió mạnh cấp 8-9, thậm chí có nơi lên tới cấp 11-12 khi bão đổ bộ.

Ngoài các tỉnh ven biển, các khu vực nội địa như Hà Nội, Bắc Ninh, Bắc Giang cũng có nguy cơ bị ảnh hưởng bởi mưa lớn gây ngập lụt cục bộ và lũ quét. Các tỉnh miền núi phía Bắc như Lạng Sơn, Cao Bằng, Hà Giang,.. cũng cần đặc biệt đề phòng các hiện tượng sạt lở đất và lũ ống.

Khuyến Cáo Từ Chính Quyền Địa Phương

Chính quyền địa phương đã ra thông báo yêu cầu người dân tại các khu vực có nguy cơ cao nhanh chóng thực hiện các biện pháp phòng chống bão. Các hoạt động trên biển đã bị tạm ngưng. Người dân sống tại vùng trũng thấp, ven biển đã được yêu cầu di dời đến các nơi an toàn.

Lực lượng cứu hộ và bộ đội biên phòng đã được triển khai để hỗ trợ người dân sơ tán. Đồng thời tiến hành kiểm tra và gia cố các công trình quan trọng như đê biển, hệ thống điện lưới và các cơ sở hạ tầng khác. Các trường học, công sở tại khu vực dự kiến bị bão ảnh hưởng sẽ được tạm nghỉ để đảm bảo an toàn cho học sinh và người lao động.

Cách Ứng Phó Khi Bão Đổ Bộ

Để đảm bảo an toàn trong mùa bão, người dân cần lưu ý những biện pháp phòng chống bão hiệu quả sau đây:

• Theo dõi chặt chẽ thông tin thời tiết từ các cơ quan chức năng và báo chí để có sự chuẩn bị kịp thời.
• Chuẩn bị sẵn sàng lương thực, nước uống, thuốc men, và các nhu yếu phẩm cần thiết trong trường hợp mất điện hoặc giao thông bị gián đoạn.
• Gia cố nhà cửa, chặt tỉa cây cối để tránh thiệt hại do gió mạnh và các vật thể bay gây ra.
• Tránh xa các khu vực nguy hiểm như sông suối, vùng trũng thấp có nguy cơ ngập lụt, sạt lở đất.
• Hạn chế ra ngoài khi bão đang đổ bộ và chờ thông báo an toàn từ cơ quan chức năng trước khi trở lại hoạt động bình thường.

Cơn bão số 3 – bão Yagi là một cơn bão mạnh và có tiềm năng gây ra nhiều thiệt hại lớn nếu không có sự chuẩn bị kỹ lưỡng. Các tỉnh ven biển miền Bắc Việt Nam và các khu vực lân cận đang tích cực triển khai các biện pháp ứng phó nhằm giảm thiểu thiệt hại về người và tài sản. Người dân cần theo dõi sát sao tình hình diễn biến của bão, tuân thủ nghiêm ngặt các hướng dẫn của chính quyền để đảm bảo an toàn cho bản thân và gia đình.

Các đảo lớn có điều kiện tự nhiên thuận lợi cho phát triển kinh tế xã hội như: Cát Bà, Cù Lao Chàm, Lý Sơn, Phú Quý, Côn Đảo, Phú Quốc 

Các đảo gần đất liền, phát triển nghề cá, du lịch và bảo vệ trật tự an ninh vùng biển và bờ biển. Bao gồm: Bạch Long Vĩ, Phú Quý, Côn Sơn. 

Việt Nam có 11 huyện đảo 

Trước năm 2021, cả nước có 12 huyện đảo gồm: Cát Hải, Bạch Long Vĩ, Vân Đồn, Cô Tô, Côn Đảo, Cồn Cỏ, Lý Sơn, Kiên Hải, Hoàng Sa, Trường Sa, Phú Quý, Phú Quốc. 

Tuy nhiên từ 1/1/2021, huyện đảo Phú Quốc trở thành TP trực thuộc tỉnh Kiên Giang. Nên Việt Nam có 11 huyện đảo. 

Quần đảo Trường Sa Việt Nam quản lý 21 thực thể địa lý 

Hiện nay, quần đảo Trường Sa Việt Nam đang quản lý tổng cộng: 21 thực thể địa lý, gồm 7 đảo san hô/cồn cùng 14 rạn san hô. 

Đảo Phú Quốc là đảo lớn nhất Việt Nam

Huyện đảo Lý Sơn mật độ dân số cao nhất 

Lý Sơn là huyện đảo cách đất liền 15 hải lý và duy nhất của tỉnh Quảng Ngãi. Huyện đảo Lý Sơn chỉ rộng khoảng 10km2, dân số khoảng 23.000, mật độ dân số hơn 2.000 người/km2, cao gấp nhiều lần các huyện khác trong tỉnh Quảng Ngãi và cao nhất trong 11 huyện đảo của Việt Nam. 

Theo quy hoạch đến năm 2045, huyện đảo Lý Sơn sẽ là thành phố biển, có sân bay hơn 150 ha và cảng biển, để phát triển du lịch và dịch vụ.

Criteria for scope of influence 

The criteria for the scope of influence are assessed on the basis of the master plan on development of the seaport system approved by the competent State agency through the following criteria: 

• Seaports serve the socio-economic development of the whole country, or inter-region and have the function of international transshipment, or international gateway port. 
• Seaports serve the socio-economic development of the whole country or inter-region. 
• Seaports serve the socio-economic development of the region. 
• The seaport serves the socio-economic development of the locality. 

Criteria for scale 

Criteria on the size of a seaport are assessed on the basis of the throughput of goods and the tonnage of ships received at the seaport, through the following criteria: 

• Output of goods through the seaport. 
• Ship tonnage size received at seaport. 

Rating scale, classification of seaports 

The Decree stipulates the assessment and classification of seaports according to the scoring method. The rating scale is 100 points. The rating scale is determined specifically for each criterion. 

Based on the score, seaports are evaluated and classified into 4 categories: 

• Special seaport: Has a total score of over 90 points. 
• Class I seaports: Having a total score of over 70 points to 90 points. 
• Class II seaport: Has a total score of 50 to 70 points. 
• Class III seaports: Having a total score of less than 50 points.
