Follow Vietnamplus.vn Reportedly, Deputy Prime Minister Le Van Thanh signed Decision No. 804/QD-TTg on July 8, 2022. Publication of the list of 34 seaports of Vietnam. 

Among the 34 seaports of Vietnam, there are 2 special seaports, namely Hai Phong seaport and Ba Ria - Vung Tau seaport.

  • 14 seaports of class III.

Seaport classification criteria 

Previously, the Government issued Decree No. 76/2021/ND-CP dated July 28, 2021 providing criteria for classification of seaports. Criteria to evaluate and classify seaports in Vietnam include: 

  • Criteria on the scope of influence of seaports. 
  • Criteria on the size of seaports. 

Criteria for scope of influence 

The criteria for the scope of influence are assessed on the basis of the master plan on development of the seaport system approved by the competent State agency through the following criteria: 

  • Seaports serve the socio-economic development of the whole country, or inter-region and have the function of international transshipment, or international gateway port. 
  • Seaports serve the socio-economic development of the whole country or inter-region. 
  • Seaports serve the socio-economic development of the region. 
  • The seaport serves the socio-economic development of the locality. 

Criteria for scale 

Criteria on the size of a seaport are assessed on the basis of the throughput of goods and the tonnage of ships received at the seaport, through the following criteria: 

  • Output of goods through the seaport. 
  • Ship tonnage size received at seaport. 

Rating scale, classification of seaports 

The Decree stipulates the assessment and classification of seaports according to the scoring method. The rating scale is 100 points. The rating scale is determined specifically for each criterion. 

Based on the score, seaports are evaluated and classified into 4 categories: 

  • Special seaport: Has a total score of over 90 points. 
  • Class I seaports: Having a total score of over 70 points to 90 points. 
  • Class II seaport: Has a total score of 50 to 70 points. 
  • Class III seaports: Having a total score of less than 50 points.
